MESSAGE FROM THE PRESIDENT
SPECIAL NOTICE
LEGISLATION PASSED ON MAY 4, 2011, CHANGES DMV'S PROCESS FOR COLLECTING REGISTRATION RENEWAL FEES DMV'S ON OR AFTER JULY 1, 2011. This includes not sending 60-day advance notification to renew and establishing a 30-day grace period before penalties are due.
Pay fees within 30 days of the DUE DATE to avoid penalties. After the 30-day grace period, penalties will be due. Law enforcement will not cite vehicles until the first day of the second month after the vehicle registration expires. For example: A vehicle registration due in July would not be subject to citation until September.
The City of Richmond's Traffic Division was contacted to see if they will follow the same guidelines. Their response is as follows: The notice that DMV sent out is current legislation followed by all law enforecement agencies in the state and pertains to registrations due on or after July 1, 2011. The department clarified that vehicles with expired registration in excess of six months can be TOWED per section 22651(o) of the California Vehicle Code.

ABOUT HILLTOP GREEN
Hilltop Green is a community of 521 properties with great amenities including a Clubhouse, swimming pool, children's wading pool, and a Recreation Vehicle Parking Lot. There is also a public park, basketball court; children's play area, tennis courts, and a Tot Lot which are under the auspices of the City of Richmond.
WITHIN THE SUBDIVISION THERE ARE TWO MAINTENANCE CORPORATIONS
HILLTOP GREEN MAINTENANCE AND PARKRIDGE MAINTENANCE
Each Maintenance ("Corporation") is comprised of 61 properties and are part of the Master HOA. Each of these properties pays additional fees to their respective corporation to maintain their property. These properties are located on Park Lane, Park Court, Overlook Lane and Greenview Lane.
EACH INDIVIDUAL BOARD MEETING IS HELD TO CONDUCT ITS BUSINESS.
THE GENERAL MEMBERSHIP MEETING IS FOR ALL HOMEOWNERS TO SHARE IN INFORMATION AFFECTING THE ENTIRE COMMUNITY. ALL MEETINGS ARE HELD AT THE CLUBHOUSE.
MEETING SCHEDULE
HOA Board of Directors: 1st Tuesday of each month (except August) 6:30 p.m.
General Membership: 2nd Wed. of each quarter next meeting July 14, 2010 7p.m.
Hilltop Green Maint: 2nd Tuesday of each month
Parkridge Maint: 3rd Wed. of each quarter

A very warm welcome is extended to all the new homeowners in the Hilltop Green Community. You are invited to explore the neighborhood to see all that comes with your new home. We hope that you find our community as comfortable and pleasant as we do.
If you own a home on Park Lane, Park Court, Overlook Lane, or Greenview Lane you are also a member of one of the two Maintenance Corporations, 61 homes in each. As a member of either of the Maintenance Corporations you are obligated to pay its association dues to maintain your private property.
However, no matter where you live in Hilltop Green we ask that you read the CC&Rs and attend your respective association meetings.
